Poison centre notification in Norway

Norway, an EEA member, split its Article 45 role between two bodies: the Poisons Information Centre at the Norwegian Institute of Public Health handles the emergency-response side, and the Norwegian Environment Agency's Product Register handles the data. PCN dossiers travel through the ECHA Submission portal and are accepted in Norwegian, Danish, Swedish or English.
The parallel national duty is the one to budget for: CLP-labelled chemicals manufactured in or imported into Norway at 100 kg or more per year must also be declared to the Product Register — with the declaration number quoted in SDS section 15.1, annual quantity reporting due by 15 March, and, from 1 January 2026, a fee of NOK 890 per chemical for the first hundred chemicals and NOK 140 for each beyond that. A harmonised PCN does not discharge the Product Register duty, or vice versa.
What to watch for in Norway
- Separate Product Register declaration at ≥100 kg/year, with fees from 1 Jan 2026 (NOK 890 / NOK 140 tiers).
- Widest language acceptance in the EEA: Norwegian, Danish, Swedish or English.
- EEA member — Annex VIII applies as in the EU.
