Ireland's PCN route is as simple as they come — ECHA Submission portal, English, no submission fee, no confirmation-of-receipt wait — with the appointed body being the National Poisons Information Centre at Beaumont Hospital in Dublin, designated under the Chemicals Act 2009.
The cost that surprises companies is not the PCN but the phone number. If you quote NPIC's 24/7 emergency line in section 1.4 of your safety data sheets, NPIC charges an annual retainer — €650 excluding VAT per company, reduced to €200 for companies with fewer than ten products — under an agreement that lapses if unpaid for three months. Companies dealing only in biocides or plant-protection products are exempt.
What to watch for in Ireland
- No PCN fee; the NPIC annual retainer applies only to using its emergency number in SDSs.
- The Health and Safety Authority (HSA) publishes Irish PCN guidance.
- English-language market — no translation burden for English dossiers.
